How long does your flight need to be Delayed before you may be entitled to Compensation?

I can claim compensation for a delayed or cancelled flight, as long as the flight has not been affected by a….?

If the airline Have overbooked a flight, and request volunteers to not board the flight and you agree to not board. Are you still entitled to compensation?
