Cleveland Police has been \u00a0&#8220;operating without a clear plan or direction&#8221; and is the first force in England or Wales to be rated inadequate across all areas.\u00a0<\/span><\/p>\n<div id=\"attachment_15342\" style=\"width: 539px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-15342\" class=\" wp-image-15342\" src=\"http:\/\/www.fiveminutesspare.com\/news\/wp-content\/uploads\/sites\/2\/2019\/09\/shutterstock_357824549.jpg\" alt=\"\" width=\"529\" height=\"344\" srcset=\"https:\/\/www.fiveminutesspare.com\/news\/wp-content\/uploads\/sites\/2\/2019\/09\/shutterstock_357824549.jpg 1000w, https:\/\/www.fiveminutesspare.com\/news\/wp-content\/uploads\/sites\/2\/2019\/09\/shutterstock_357824549-300x195.jpg 300w, https:\/\/www.fiveminutesspare.com\/news\/wp-content\/uploads\/sites\/2\/2019\/09\/shutterstock_357824549-768x499.jpg 768w, https:\/\/www.fiveminutesspare.com\/news\/wp-content\/uploads\/sites\/2\/2019\/09\/shutterstock_357824549-600x390.jpg 600w\" sizes=\"auto, (max-width: 529px) 100vw, 529px\" \/><p id=\"caption-attachment-15342\" class=\"wp-caption-text\"><\/span> <span style=\"color: #000000;\">Editorial credit: Stuart Boulton \/ Shutterstock.com<\/span><\/p><\/div>\n<p><span style=\"color: #000000;\">The watchdog said that things had got worse since the last inspection and criticisms were given such as:<\/span><\/p>\n<ul>\n<li><span style=\"color: #000000;\">Crime prevention isn&#8217;t a priority<\/span><\/li>\n<li><span style=\"color: #000000;\">Doesn&#8217;t do enough to catch criminals<\/span><\/li>\n<li><span style=\"color: #000000;\">Failing to protect vulnerable people<\/span><\/li>\n<li><span style=\"color: #000000;\">Doesn&#8217;t treat public fairly enough<\/span><\/li>\n<li><span style=\"color: #000000;\">Doesn&#8217;t treat communities with respect<\/span><\/li>\n<li><span style=\"color: #000000;\">High levels of complaints<\/span><\/li>\n<li><span style=\"color: #000000;\">Discriminatory behaviour<\/span><\/li>\n<li><span style=\"color: #000000;\">Harassment<\/span><\/li>\n<li><span style=\"color: #000000;\">Intolerance<\/span><\/li>\n<\/ul>\n<p><span style=\"color: #000000;\">Former chief constable of Cleveland Police, Sean Price, was sacked for gross misconduct in 2012 and seven officer had been under investigation after journalists\u2019 phones were unlawfully monitored, and claims of racism within the ranks.<\/span><\/p>\n<p><span style=\"color: #000000;\">Inspectors says the force received \u201csignificantly\u201d more complaints from the public than other forces,.<\/span><\/p>\n<blockquote><p><span style=\"color: #000000;\"><strong>Cleveland Police\u2019s chief constable Richard Lewis said:\u00a0<\/strong> &#8220;This report echoes my initial assessment of the organisation and it will act as a line in the sand for Cleveland Police.<\/span><\/p>\n<p><span style=\"color: #000000;\">Improvements have already been made and I take full responsibility for driving through the changes that are so obviously needed.<\/span><\/p>\n<p><span style=\"color: #000000;\">In the five months I\u2019ve been here I have met some exceptional police officers and staff, at all levels, and have seen lives saved and vulnerable people protected by the efforts and determination of front line officers.<\/span><\/p>\n<p><span style=\"color: #000000;\">However, I know this is never the full picture of an organisation and through my own observations, speaking to people in our communities and local leaders and with the insight given by Her Majesty&#8217;s Inspectorate of Constabulary, I am well aware that we are not at the level we need to be&#8230;.<\/span><\/p>\n<p><span style=\"color: #000000;\">We have been focused on reactive policing to the detriment of prevention.
